CSS is better for some purposes, but ideally you should use strong and em, and then style then in a sheet.

My problem with it is I'm planning on making i and em tags within blockquote not italics, as all my blockquote text currently is, but if it's styled rather than markupped (is that the right word?) then the stylesheet becomes pointless. Ah well.
