First thing that is needed:

A standalone OpenID user manager.

It will keep track of the people who sign in with OpenID, and you will be able to sort them into groups.

Then third party programs like WordPress, Gallery2, and Scuttle can hook into it.

It should also allow people to register, for those folks who don't want OpenID and don't care about it.
