But it's definitely a Govt website. As you said, it's freely available online to anyone looking, in more than one place. To get arrested and your house searched for DLing a copy and asking a friend to print it it ludicrous, and in my view counter productive. It's not the first time it's happened to my knowledge either, although I forget the details of the previous time so can't link.
