Murdoch's NewsCorp implicated in hacking 9/11 victims?

Phone hacking: 9/11 victims 'may have had mobiles tapped by News of the World reporters' - mirror.co.uk

If there's any truth in this whatsoever, then Murdoch's global media empire may be in trouble. Does the US have a "fit and proper person" equivalent test for media ownership?
