I've never got why people post publicly if they don't want the public to read it. It's not like the privacy options aren't there, and friendsfriends is a great feature on LJ.

I like to know where people come from, but when I post fandom or politics stuff, I expect incoming from all over (it's when they come from metafandom I get scared).
