I guess the 10% accounts for "dodgy voting machines" and the other mentalness of the 2000 election. Although, the economic downturn could play into the GOP's hands as the real economy takes the blows while Obama is in office, and the democrats could get butchered in 2012 like Jimmy Carter after the stagflation days.
