Isn't bugging phones, bribing and blackmailing people basically what the security services spend a lot of their time doing? If hacking phones disqualifies you from seeing SIGINT, that sounds like a catch-22...

Well, yes and no. The Govt does it under specific rules (that I'm sure they break at times) and with guidelines. RIPA covers a lot of what they do. The NOTW did it in breach of all the laws, ergo they did it illegally.

But, y'know, do as I say not as I do is a well worn Govt principle.
